Topline Spacers are made of billet aluminum and come in a variety of bolt patterns. There spacers are Bolt-on, however they only come in a 12x1.5 thread pitch, so if your bolting them onto a 12x1.25 vehicle, you'll have to use 12x1.25 lug nuts to bolt em' onto the vehicle, and then 12x1.5 lug nuts to bolt your wheels on the spacers. The price is for ONE Spacer, which includes the Spacer, the studs that are allready on the spacer, as well as a set of 12x1.5 lug nuts.
